Now, let’s talk about 4-Room flats in Ang Mo Kio.
Generally, there are 3 types of 4-Room in Ang Mo Kio.
1. 4NG (door-to-door or corner units)
Build-in: 92sqm (non-upgraded), 98sqm (upgraded)
Features:
- 2 types: Corner units (within a mixture of 3- and 4-Room flats), and Door-to-Door (where there are only 4-Room flats in the entire block).
- Almost similar to 3NG but it’s a bigger version.
- Generally, most buyers prefer the purely 4-Room flats especially the upgraded ones because of the privacy it offers and that the lift is only shared by 2 families.
- The age of the properties are usually 25 years and above.
2. 4A (corridor or corner units)
Build-in: 90sqm – 95sqm
Features:
- Generally new flats that are less than 10 years except for Blk 317 (< 15 years)
- Attached toilet in master bedroom
- Smaller kitchen as compared to 4NG except for Blk 317
3. 4NG Variable (Corner units)
Build-in: 82sqm
Features:
- usually a mixture between 3-room and 4NG Variable.
- Layout is exactly the same as a 3.5-room except that there is a room in the dining area.
- Property age is generally 25 years and above.

There are many types of 3 rooms available in Singapore. However, to simplify the situation, I’ll just focus on Ang Mo Kio.
There are 3 types of 3-Room in Ang Mo Kio, namely:
1. 3-NG (normally corridor units)
Build-in: 68sqm (for non-upgraded), 73sqm (for upgraded)
Features:
- 2 bedrooms, 1 master bedroom, 1 common bedroom
- 1 attached toilet in master bedroom
- Long and wide kitchen space
- 1 toilet with shower area in kitchen
- 1 storeroom
2. 3.5 rm (generally corner units or intermediate)
Build-in: 82sqm (for non-upgraded), 88sqm (for upgraded)
Features:
- Almost similar to 3NG but there’s a dining area.
- Much bigger storeroom
3. 3I (generally corridor units)
Build-in: 59sqm – 63sqm
Features:
- 2 bedrooms, 1 bedroom is larger than the other.
- No attached toilet in master bedroom.
- 1 shower area in kitchen
- 1 WC area in kitchen
Note that for all the HDB 3-Room flats in Ang Mo Kio, the property age is at least 23 years old and above. There are no 3-Room flat that is less than 10 years in Ang Mo Kio.
Should PRs buy Flats where Upgrading Fees Aren’t Paid Yet? June 1, 2007

Most of these upgrading activities are usually done in matured estate like
Ang Mo Kio and Toa Payoh. In general most PRs would avoid going for these flats because they do not wish to pay for such a huge difference. My take is this… They should consider buying even if the owner had not paid for the fees. In most cases, the owners will actually sell their property at a price above valuation after the upgrading fees are paid. For flats that have already been upgraded, the valuation would have been approximately the old valuation + the upgrading fees. So naturally, it would be cheaper for PRs to buy a HDB property where the upgrading fees are not paid yet isn’t it?
Besides, HDB has already announced that within the next 5 years all the flats will be upgraded. PRs just cannot avoid these flats in the mature estate. It is inevitable that upgrading will catch up with them.There is a solution to this: PRs can consider buying flats that are not in the matured estate if they do not wish to pay for the upgrading fees, i.e. the new estates like Seng Kang and Punggol. They are generally newer and hence, PRs can stay there for at least 10 years without the fear of these flats being upgraded. Of course, the facilities are not as readily available as compared to the matured estates.
At the end of the day it really depends on the objective of the person. The questions one should ask this: Is the location really important? Are the facilities really important? If they are, then they must be prepared to pay for the upgrading fees.

My intention today is to help my buyers understand the difference between upgraded and non-upgraded flats in Ang Mo Kio
The following flats are upgraded and upgrading fees are paid, i.e. PRs are eligible to buy:
- Blk 129 – 134 Ang Mo Kio Ave 3
- Blk 207 – 208 Ang Mo Kio Ave 1
- Blk 215 – 216 Ang Mo Kio Ave 1
- Blk 255 – 256, 258 Ang Mo Kio Ave 4
- Blk 300+ series Ang Mo Kio
What’s Being Done
A utility room being added to all 3- and 4-rooms of around 6sqm and there are lifts on every level.
The following flats are upgraded but the fees are not paid yet i.e. not eligible for PRs:
- Blk 205 Ang Mo Kio Ave 1
- Blk 422, 424, 425 Ang Mo Kio Ave 3
What’s Being Done
A utility room being added to all 3- and 4-rooms of around 6sqm and there are lifts on every level. Estimated cost of upgraded is estimated around $15k for 3-room, payable by CPF for Singaporeans. For PRs, because the cost for Singaporeans is heavily subsidized (and hence the difference), they might pay at least $40k – $50k.
The following flats are currently undergoing the upgrading program, i.e. PRs may not be willing to buy:
- Blk 223 – 226 Ang Mo Kio Ave 1: Lift Upgrading Program, 3- and 4-room
- Blk 411 – 415 Ang Mo Kio Ave 10: Lift Upgrading Program, normally 4-room
- Blk 416 – 419, 421 Ang Mo Kio Ave 10: Main Upgrading Program, normally 3-room.
- Blk 540 – 547, 550, 551 Ang Mo Kio Ave 10: Lift Upgrading Program, 3-, 4- and 5-room
- Blk 641 and 644 Ang Mo Kio Ave 4: Main Upgrading Program
- Blk 643 and 649 Ang Mo Kio Ave 5: Main Upgrading Program
- Blk 645 – 647 Ang Mo Kio Ave 6: Main Upgrading Program
- Blk 642, 648 Ang Mo Kio Ave 5: Lift Upgrading Program
For Main Upgrading Program(MUP), utility room of about 6sqm and lift on every level will be build. For Lift Upgrading Program(LUP), only lifts will be build on every level.
